· ukusebenzisa amalimi wendabuko njengamalimi asetjenziswako ekufundeni nekufundiseni okulihlelo elaziwa ngele-LoLT ngokurhunyeziweko;· iBhodo isekela ukusetjenziswa kwamalimi wendabuko/ilimi lekhaya kwezefundo kusukela ezingeni lefundo yeprayimari beze kufike ezingeni eliphezulu kokugcina kwezefundo;· iBhodo isekela ukuthuthukisa ukubandulwa kwabafundisi ebizelweni labo lokufundisa begodu isekela nokwenziwa kweentlabagelo ezirhelebha kwezefundo ngomnqopho wokuthuthukisa izinga lamalimi wemakhaya;· isekela ukusetjenziswa kwamalimi ngokuhlukana kwawo ngeenkolweni;· izakusungula amahlelo wekambiso namajima wokusetjenziswa kwamalimi ahlukahlukeneko kwezefundo;· iBhodo izume ithole amahlangothi wezefundo azakurhelebha adosele ekuthuthukisweni kwamalimi, begodu· izakusebenza njengomeluleki emNyangweni wezeFundo ehlangothini lokutlanywa kwamapholisi nokuthuthukiswa kwehlelo lekambiso yezefundo njengokwenziwa kwamasilabhasi.
UKUQAKATHEKA NOKUBA NESANDLA KWAMALIMI KWEZEFUNDO
Ilimi kwezefundo liqakathekile ekukhuphuleni nekuthuthukiseni amalimi weSewula Afrika, khulukhulu layo egade agandelelwe ngaphambilini. I-PanSALB isekela okulandelako:
· ukuhlonitjhwa, ukukhuphula nokuthuthukiswa kwawo woke amalimi weSewula Afrika, kuqalwe khulu layo ebegade agandelelwe ngaphambilini, lokhu kwenziwa kuqalwe ukusetjenziswa kwamalimi wendabuko eenkolweni begodu kwenziwe namapholisi akhuthaza ukusetjenziswa kwamalimi ahlukeneko wangenarheni;· iBhodo isekela imiphumela yerhubhululo esele lenziwe eligqizelela ukuqakatheka kokusetjenziswa kwamalimi wemakhaya ekufundeni nekufundiseni (LoLT) ngomnqopho wokuthuthukisa ingqondo yomntwana osakhulako; begodu· ikhuthaza nomkhumbulo omalungana nokwakha isisekelo esidzimeleleko efundweni esekwe ekukhulisweni kuhle kwengqondo yomntwana.
UKUTHUTHUKISWA KWAMALIMI AHLUKENEKO KWEZEFUNDO
Ipholisi yamaLimi yeSewula Afrika igqizelela ukuqakatheka kokusetjenziswa kwamalimi ngokuhlukana kwawo. Ukukhuthaza kokusetjenziswa kwamalimi ahlukeneko kwezefundo kufaka hlangana ukusetjenziswa kwamalimi amabili ndawonye kwezefundo. Ngokusebenzisa ipholisi le, kungatholakala imiphumela elandelako:
· ukurhelebha abantu bona bakghone ukuzirhelebha nokuthuthukisa umuntu ngamunye nemiphakathi ngokuhlukana kwayo;· ukukhuthaza ituthuko ngokugqizelela ukusetjenziswa kwamalimi weSewula Afrika ngokulinganako, kuqalwe khulu layo malimi egade agandelelwe ngaphambilini;· ukukhuthaza amajima wokwazisa abantu ngamalungelo wabo kwezamalimi, begodu nokwenza ubujamo obuvumela abantu bona bakghone ukuthola ilwazi neendaba ezihlukeneko ngokulinganako; begodu· ukukhuthaza ukubumbana kwesitjhaba begodu nokutjheja amasiko ngokuhlukana kwawo kusetjenziswa amalimi.Eqinisweni, ukusetjenziswa kwamalimi ngokuhlukana kwawo kutjhiwo ubujamo lapho amalimi akhulunywa emakhaya athola khona itjhejo njengamalimi wokufunda nokufundisa (LoLT), ilimi elingasi ngelekhaya nalo lingathuthukiswa njengesifundo namkha njengelimi lesibili lokufunda nokufundisa.Umbuso nomNyango wezeFundo basekela ikambiso yokusetjenziswa kwamalimi ahlukeneko.I-PanSALB ithatha ikambiso yokusetjenziswa kwamalimi ahlukeneko njengeqakathekileko ekuthuthukiseni nekukhutjhulweni kwamalimi woke weSewula Afrika, kuqalwe khulu layo ebegade agandelelwe ngaphambilini, ilimi lokukhuluma ngezandla/ngamatshwayo begodu nelimi lamaKhoe, amaSan nelamaNama.
