ULIMI KWEZEMFUNDOINDIMA YOLIMI KWEZEMFUNDO I-PanSALB  ihlose:
  • ukukhuthaza ukuba kusetshenziswe izilimi eziyinhloko zibe yizilimi zokufunda nokufundisa (LoLT [languages of learning and teaching]);
  • ukusekela umbono wokufunda ngolimi lwabazali/lwasekhaya kusukela ezingeni lemfundo labaqalayo (primary level) kuze kuyofika ezingeni lemfundo eliphakeme (highest level);
  • ukusekela ukuthuthukiswa kwabafundisi (educators) emsebenzini wabo nokuthuthukisa izikhali zemfundo ukuze kunyuswe izinga lezilimi zasezikoleni zabaqalayo;
  • ukukhuthaza ukusetshenziswa kwezilimi eziningi ezikoleni;
  • ukwakha amasu kanye nokukhankasela imfundo ngezilimi eziningi;
  • ukuthola ukuthi yiziphi izindawo olimini kwezemfundo, ezingaholela kokunye ukuthuthukiswa kolimi; kanye
  • nokusebenza njengendikimba yabeluleki boMnyango WezeMfundo ezindabeni ezithinta inkambiso nokuthuthukiswa kohlelo lwezifundo.

UKUBALULEKA NETHONYA LOLIMI KWEZEMFUNDO

ULimi kwezemfundo lungumgogodla wokukhuthazwa nokuthuthukiswa kwezilimi zaseNingizimu Afrika, ikakhulukazi lezo zilimi ngaphambilini ezazishalazelwa. IPanSALB isekela:

  • ukuqashelwa, ukukhuthazwa, nokuthuthukiswa kwazo zonke izilimi zaseNingizimu Afrika, ikakhulukazi lezo ezazishalazelwa ngaphambilini, ngemfundo yolimi lwasekhaya nangenkambiso yezilimi eziningi;
  • okutholakele ekucwaningeni okuye kwenziwa kuze kube yimanje okugcizelela ukubaluleka kolimi lwasekhaya njengolimi lokufunda nokufundisa (LoLT) ukuze kube nentuthuko ephawulekayo phakathi neminyaka yokukhula; kanye
  • nokucabanga okusikisela ukuthi isisekelo esiqinile emfundweni sibekwé entuthukweni enhle ephawulekayo esheshe yaqaliswa.

UKUSETSHENZISWA KWEZILIMI EZININGI KWEZEMFUNDO

Inkambiso yoLimi YaseNingizimu Afrika ikusekela ngamandla ukusetshenziswa kwezilimi eziningi zakuleli.  Imfundo ngezilimi eziningi ihlanganisa ilungiselelo lemfundo ephumelelayo ngezilimi ezimbili.  Ukusebenzisa le nkambiso kufanele kuholele kulokhu okulandelayo:

  • ukunikwa amandla nokuthuthukiswa kwabantu ngabanye nemiphakathi ezweni lonke;
  • ukusheshiswa kwentuthuko ngokukhuthazwa kokusetshenziswa okulinganayo kwezilimi ezisemthethweni zaseNingizimu Afrika, kugcizelelwe ngokukhethekile ukusetshenziswa kwalezo ngaphambilini ezazishalazelwa;
  • ukuqwashiswa ngokwandayo emkhankasweni wamalungelo ezilimi kanye namathuba alinganayo okuthola ulwazi nokwaziswa ngazo zonke izakhamuzo;  kanye
  • nokuba nemizwa ekhulayo yokuthi sifinyelela ubunye bukazwelonke kanye nokubaluleka kwamasiko amaningi abonakaliswa ngokusetshenziswa kwezilimi eziningi.

Ukusetshenziswa kwezilimi eziningi empeleni kusho ukuthi, njengoba ulimi lwasekhaya lunikwa indawo yokuqala njengolimi lokufunda nokufundisa, olunye ulimi lwesibili kufanele/lungase lufakwe ngokushesha njengesifundo (subject only) noma njengolimi lwesibili lokufunda nokufundisa.Uhulumeni kanye noMnyango Wezemfundo bayakusekela ukwenezelwa kwezinye izilimi kwezemfundo.I-PanSALB ibheka ukusetshenziswa kwezinye izilimi njengokuwumgogodla ekuthuthukisweni nasekukhuthazweni kwezinye izilimi eNingizimu Afrika, ikakhulukazi lezo ezazishalazelwa ngaphambilini, ulimi Lwezandla LwaseNingizimu Afrika kanye nesiKhoe, ulimi lwesiSan nesiNama. Njengoba ukuhlukahluka ngokwezilimi kuba yisithiyo sokuxhumana ngokwezizinda zamasiko, i-PanSALB ikholelwa ukuthi ukukhuthaza ukusebenzisa izilimi eziningi ngentshiseko kuyindlela efiseleka kakhulu yokufinyelela ukuxhumana.

 INGOSI YABAFUNDISI (EDUCATORS FORUM)  

  • Le ngosi izokwakhiwa njengepulatifomu yabafundisi yokuthekelana ngolwazi nangamasu ezemfundo.
  • Izosiza ekuvaleni igebe elikhona phakathi kwabafundisi futhi iqede umuzwa wokukhishwa inyumbazane phakathi kothisha.
  • Izokhuthaza futhi ivuse ilukuluku lokucwaninga phakathi kwabafundi ngabanye nabafundisi.
  • Ukusebenza kwayo kuzodala ukuthekelana ngezindlela zokufundisa ngaphansi kwesimo sokusetshenziswa kwezilimi eziningi ohlelweni lwezifundo.
  • Umoya wokuzalwa kabusha (renaissance) ophawuleka ngokuthekelana ngemibono kufanele ukhuthazwe ngokusetshenziswa kwezilimi eziningi.
  • Ukuba khona kwale ngosi kuzokwenza umqondo wokubumbana ube yinto engokoqobo.
  • Ukubumbana kuzokwenza ukuba kube neNgosi Yabafundi, engase ikhule igcine isiyinxanxathela yokuxhumana yembulunga yonke (Ingosi yengxoxo yabafundi abasebenzisa izilimi eziningi).

Le ncwadi iklanyelwe ukuthuthukisa ukwaziswa okusetshenziswa kwaGrade 2 no-3.  Ukwaziswa okuthuthukisiwe kukhuthaza ukufundisa ngolimi lwasekhaya futhi/noma ngezilimi ezimbili.  Isisekelo sokuhlaziya nombiko ka-MacDonald kubonakala kuwukwaziswa okuwusizo kubathuthukisi bezikhali zokufunda.
