1. Background to the task: |

- The mandate of the Pan South African Language Board (PanSALB) is derived
- from the Constitution of the Republic of South Africa (Section 6(5) (a) and (b)
- of the Constitution of South Africa), the PanSALB Act 1995, as amended in 1999

The purpose of the Pan South African Language Board is to promote
multilingualism in South Africa by:
- Creating the conditions for the development of and the equal use of all official languages;
- Fostering respect for and encouraging the use of other languages in the country;
- Encouraging the best use of the country's linguistic resources, in order to enable South Africans to free themselves from all forms of linguistic discrimination, domination and division and to enable them to exercise appropriate linguistic choices for their own well being as well as for national development.
PanSALB’s Vision is To promote and create conditions for the development and use of all official languages, the Khoi, Nama and San languages as well as South African Sign Language. (Section 6(5) (a) of the Constitution of South Africa)
PanSALB’s Mission is to promote and ensure respect for all languages commonly used by communities in South Africa.” (Section 6(5) (b) of the Constitution of South Africa)
PanSALB has adopted the following as their Strategic Objectives for the next three years:
- Promote and ensure respect for all languages commonly used by communities in South Africa.
- Ensure the creation of conditions for the development and use of all official languages in South Africa with particular emphasis on previously marginalised languages.
- Ensure prudent financial management and effective corporate governance of the organisation.
- Ensure that PanSALB is strategically positioned with all key stakeholders.
- Build and maintain the capability and capacity of the organisation to deliver on its mandate.

2. Task directive |
|
| |
In an effort to promote and recognise exceptional work regarding the promotion of the official and other South African languages, the Pan South African Language Board established the PanSALB Multilingualism Awards in 2002 which are held annually.
The Multilingualism awards ceremonies/events have grown in the past years in standard, importance and size. We need to ensure that this high standard is maintained and improved upon yearly. All aspects of content will remain with PanSALB and will require final sign-off.
PanSALB is seeking the services of an agency to organise and manage the awards for a period of three years, subject to performance.
The agency would be required to prepare a full proposal based on the event management requirements, i.e. theme, décor, corporate gift ideas, design of invites, programme, entertainment etc, when requested or as it would be briefed by PanSALB. |

3. Parties wishing to bid must have competency in the following areas: |

The incumbent agency must have strong PR, Event Management and Project/Campaign Management abilities, Copy Writing ability, Creative Concept Development and Technical Production abilities would be an advantage. |

4. Case study for evaluation |
|
| |
Agencies are required to provide a detailed and implementable case study to demonstrate how they would go about handling the PanSALB Multilingualism Awards. This case study should include a budget. (vat incl.).
Background:
PanSALB is responsible for hosting the PanSALB Multilingualism Awards annually.
The ceremony is scheduled to take place possibly on 19 February 2011 in a venue still to be announced.
The function is attended by around 600 high profile government officials, non governmental officials, partners and sponsors.
The ceremony is partly sponsored the agency will be expected as part of its services to secure sponsorship. PanSALB pays for the venue directly and these include the drinks and meals for the evening.
Message:
The agencies are expected to develop a theme when submitting their case study around multilingualism.
PanSALB will manage the following areas:
- Securing the venue and all relevant issues related to the venue i.e. drinks, meals, accommodation for finalists;
- Partly securing sponsorship.
- Assist the company with the sourcing/recording of information on finalists for the visual production;
- Sign-off on all proposed products and its content.
The incumbent agency would be required to manage and provide services in the following areas, amongst others:
Event Management
Pre-event
- Develop and implement the nomination and shortlisting strategy/procedure
- Liaise with shortlisted candidates/nominees.
- Developing and implementing marketing and publicity strategy.
- Sourcing of sponsorship
- Theme of the event. Theme must be clear across invitations, programme, décor, entertainment etc.
- Designing and printing of invitations with envelopes. (PanSALB will approve the design, assist in the distribution and handling of RSVP’s).
- Briefing and securing of all service providers, including the Programme Director.
- Designing and printing of the menu/programme.
- Appropriate placing of the numbers (base plates or on gifts).
- Designing and printing of seating plan.
- Designing and printing of table numbers (if not provided by the venue).
- Advice on the following: meal menu, speakers, seating plan, etc.
- Liaise with all outsourced companies or artists, confirmation of service providers regarding required services (entertainment, staging, décor, lighting etc).
- Procurement of appropriate gifts for guests
- Awards multi-media production with video clips, pictures, jingles, logos. Company to provide voice-over artist.
- Final approval of multi-media production to be done before set-up at venue.
- Regular update reports and meetings to be held with PanSALB
Full day set-up at venue possibly (18 February 2011)
- Attend to the delivery of equipment and décor to the venue;
- Attend to the venue regarding rigging equipment and room décor (draping);
- Stage rigging and inspection;
- Set-up of light fixtures;
- Set-up of sound, video projection fixtures and screen fixtures, podium, roving mic etc;
- Set up of table and chair décor;
- Handle the delivery of sponsor banners, prices, certificates, trophies etc.
- Finalising seating plan
Event possibly (19 February 2011)
- Finalise all outstanding logistical aspects.
- Provide Video and Photograph services
- Ensure room décor, foyer décor, stage décor, table décor is finalised.
- Seating plan is printed and placed. Ushers are briefed and ready.
- Dry-run with artists and Programme Director is finalised.
- All technical equipment is safe and secured.
- Venue staff is briefed on their role.
- Ushering of guests.
- Programme management of the event
- De-rigging and clearing of venue immediately after the event (unless otherwise arranged with the venue).
Technical
- Provide video projection and equipment control, sound and light rigging with equipment and moving fixtures including set-up and operations.
Production and staging
- Production and staging with visual effects to ensure an impressive visual event, including multi-media presentations with sound, jingles and voice-overs. The multi-media production should include information on the finalists (preferably videot) and should be the focus point of the evening. Therefore an impressive multi-media production is required and should be improved from previous years.
Décor
- This would include invitations, menu/programme, gifts for guests, venue design, full draping and decor, stage design and decor, foyer and entrance décor, table décor including centrepieces, tablecloths, chair covers, base plates etc.
- The venue requires full draping (wall and roof) and has a foyer and an outside entrance area that will require full décor.
- Red carpet to be provided for the stairs leading to the venue.
Entertainment
- Ensure that MC and entertainment for the evening is attended to (the musician & MC for day to be approved by PanSALB). The MC should have some background on the functioning of PanSALB and general knowledge to place the event in context. Previous MCs included Vuyo Mbuli, Kid Sithole, Entertainment proposal should include entertainment on arrival and the main entertainment (show stopper) should be a popular, known Afro/Pop/Jazz groups or entertainer. Previous entertainers included Jonas Gwangwa, Thandiswa Mazwai and Ringo Madlingozi.
Creative Development
Development of the event theme, script research, multi-media production, production and post-production of the entire event.
Budget
Agencies are expected to include the budget when developing their case studies for this project (VAT inclusive) and should include the cost for all the outlined areas under Event Management. This will include the following for example:
Marketing and publicity
Design and Printing
Ushers/Hostesses
Technical Production -- Lighting
-- Audio
-- Visual Screens
-- Set-up, production management and transport
Multi-media -- Production of all finalists information, sponsor information into an impressive visual presentation with voiceovers, jingles etc.
Gifts
Decor -- Entrance, foyer, walls, roof, tables, chairs, table center pieces, stage set, room features, setup and cleaning cost, delivery and collection, etc
Entertainment -- Supporting entertainment and main event
Programme Director
Management Fee
Please note that PanSALB will pay for the venue directly and this includes the drinks and meals for the evening.
All prices must include VAT.

An evaluation panel from PanSALB will evaluate the submissions according to the set evaluation criteria and weights. Bidders are requested to indicate industry accreditation when submitting their bids.
Where appropriate, the bidding company will have to clearly indicate the partners to whom they envisage outsourcing part of the project. The representation of Historically Disadvantaged Individuals (HDI) in the management structure will have to be clearly indicated in the proposal. All relevant documents MUST be fully completed. |

The Pan South African Language Board (PanSALB) was established in 1995 in terms of the PanSALB Act 1995, as amended in 1999. The Board was first constituted in 1997.
The purpose of the Pan South African Language Board is to promote
multilingualism in South Africa by:
- Creating the conditions for the development of and the equal use of all official languages;
- Fostering respect for and encouraging the use of other languages in the country;
- Encouraging the best use of the country's linguistic resources, in order to enable South Africans to free themselves from all forms of linguistic discrimination, domination and division and to enable them to exercise appropriate linguistic choices for their own well being as well as for national development.

- To raise the public profile, visibility and influence of PanSALB and the organization’s impact on its constitutional mandate backed by cooperative governance and partnerships
- To introduce enforcement and monitoring of language policy implementation in addition to the ongoing role of language policy development and monitoring
- To focus on language education, with emphasis on enabling mainstream economic access to previously disadvantaged language groups
- Actively to promote, develop and empower the official languages, with more emphasis on the previously marginalized languages, the Khoe and San languages and SASL, to raise their status to that of lasting, visible symbols provincially and nationally, e.g. through a language monument to showcase South Africa’s language development history among local and international tourists
- To influence, promote and enforce multilingualism in all organs of society

Like all other institutions that are funded through public funds PanSALB is duty bound to have a three-year strategic plan in place.
PanSALB is thus seeking to appoint a service provider to develop the strategy.
The service provider would be required to prepare a full proposal on how it will undertake the task including the consultation processes.
The cornerstone of the development of the strategy will include:
- Consultation with the Managers and the Board.
- An analysis of the mandate of PanSALB and a reconfiguration of programmes to address the mandate.
- Costing of the strategy to reflect the METF allocation of PanSALB.
- Synergising the organisation in terms of programmes.
- Reviewing the PanSALB structure to enable the organisation to deliver on its mandate.
